What I see in Mountain City yards

Mountain City is a mature-canopy neighborhood more than a town, and mature canopy means the work is almost entirely maintenance: deadwood out, weight off long horizontal limbs, clearance over the street. Trees this size reward small regular cuts and punish one big overdue one.

The trees I get called about in Mountain City

Mature live oak almost throughout, with cedar elm and hackberry filling in. A canopy this uniform and this old has a specific risk: oak wilt moves through connected live oak root systems, so neighbouring trees aren't independent of each other. That's the argument for taking the February-to-June pruning window seriously here rather than treating it as a suggestion. Mountain City is barely a square mile of big lots wrapped in old live oak, and the canopy is the reason people live there. That also makes it the clearest example in the county of the thing homeowners underestimate: those oaks are not separate trees. A street of mature live oaks here is typically one connected root system, grafted together underground, which is how oak wilt travels from a yard two doors down without ever crossing the road. The other slow killer is utility and driveway trenching. Cutting a line through a root plate takes the roots of every tree on that graft network, and the decline shows up two or three years later when nobody connects it to the trench.

The ground underneath: Blackland Prairie

Deep black clay that swells when it's wet and shrinks hard when it's dry. Post oak, blackjack oak, cedar elm, American and winged elm, sugarberry, green ash and honey mesquite. That soil movement is constantly shearing fine roots, and it's behind more mystery decline than any disease.

Permits in Mountain City

I haven't read Mountain City's ordinance closely enough to summarize it here, and I'm not going to guess at a rule that could cost you a mitigation bill. Call the city's planning or development services department and ask two questions: what trunk diameter triggers a permit, and is there a protected species list.
