The ground underneath: Blackland Prairie
Deep black clay that swells when it's wet and shrinks hard when it's dry. Post oak, blackjack oak, cedar elm, American and winged elm, sugarberry, green ash and honey mesquite. That soil movement is constantly shearing fine roots, and it's behind more mystery decline than any disease.
Permits in Cibolo
I haven't read Cibolo's ordinance closely enough to summarize it here, and I'm not going to guess at a rule that could cost you a mitigation bill. Call the city's planning or development services department and ask two questions: what trunk diameter triggers a permit, and is there a protected species list.

Working on a Cibolo property
Suburban and easy except on the creek lots, where the bank and the soft ground limit equipment. Forty-eight minutes out. Forty-eight minutes out. Creek-side lots often mean carrying wood uphill from the back, which is the thing that moves a Cibolo quote more than the tree does.
Questions I get from Cibolo
My lot backs onto Cibolo Creek. Does that change my risk?
Usually yes — you likely have more tree, and therefore more risk, than neighbours a few streets away. Creek-corridor trees get bigger and root shallower, and they're the ones overhanging fences and structures.
Do you work on the creek side of a property?
Yes, though it's often rope-and-carry work rather than something I can chip where it falls, and the quote reflects that.
My lot backs onto the creek. Is that a problem?
It's a different situation, not a worse one. Creek-corridor trees are bigger, root shallower in wetter soil, and are more prone to going over whole rather than shedding limbs. It also means the ground is softer for equipment. Worth having the big ones looked at rather than assuming they're the same as the ones out front.
